Government Building Kirchberg, Luxembourg
The government building on the Kirchberg plateau is embedded in a dense, institution-dominated urban context. Strict security requirements demand a clear separation between building and public realm, making the creation of high-quality, identity-giving green spaces all the more crucial.
The exterior grounds are extended by an internal park at the core of the ADM high-rise. Planted areas with ferns, grasses, trees and groundcovers form attractive places to linger and animate the interior.
Inside the ESM building, the planting scheme echoes the diversity of Luxembourg’s landscapes. As a vertical sequence of forest and meadow typologies, it translates regional vegetation into the interior. Each floor represents a distinct landscape form – from deciduous to mixed and coniferous woodland – making nature perceptible as a spatial experience.
In the ADM atrium, the vegetation of the outdoor spaces continues into a lushly planted inner courtyard. Groups of large trees, underplanted with shrubs and perennial beds, create shaded retreats and invite visitors to relax and unwind.
